Per Rust-Oleum OKON Seal & Finish literature, the product is a ready-to-use water-based sealer that dries clear, non-yellowing, and low-gloss. Maker materials say it is breathable, helps make concrete easier to clean, and adds water- and stain-resistant protection on new or existing interior and exterior horizontal concrete. It can go over or under other concrete coatings or over concrete stains. Acid etching is not required. Ideal uses include patios, walkways, and basements; driveways and garages are not recommended.
